Wondering if anyone has a similar problem?

We have a residential care home which has designated night and day carers.  We have smokers on both shifts - the day carers who smoke will be allowed to go outside but the problem lies in allowing night carers outside leaving the home vulnerable and in breach of other policies and themselves at potential risk.  Obviously this  raises issues of fairness.  Other than a complete smoking ban any suggestions?

I've just advised on a similar issue and the only option for a balanced policy is a complete smoking ban.  There is no right to smoke (speaking as a smoker myself) and the restrictions on you regarding night carers are prevalent.
