What would be the risks of allowing someone back into the work place who is currently certified by their GP as unfit for work? The employee has told their line manager they feel OK to return.

To be on the safe side I'd instruct them to return to their doctor and ask for a return to work certificate. Then you can be absolutely sure that medically they are indeed fit to return to work.
