I'm tasked with creating L&D plans for business lines across the country (1700 employees) and am keen for guidance on how to create a plan for L&D budget spend.  I have the high level TNA undertaken and know what areas to focus on and how to integrate development into other HR and business processes.  Just need a specific template or recommendations on how I present recommended budget spend to the business managers. 
 

I have been thinking perhaps an overview SWOT analysis of gaps between L&D positioning with respect to their business strategy and then identifying key areas for development focus with perhaps a weighting or recommended percentage of their budget allocated to each area - alongside a number of local training providers who I am satisfied will give good value for money?  Other approaches most welcome.
