Why can't the same principle apply to the public sector? It would be great if employees could buy chunks of state -owned enterprises like the NHS, HMRC, DVLA, Education and so on. They could very well make these more efficient and responsive to the customer.

Employee coop's are run for the benefit of the owners not the end users which could be a major problem for public services - imagine a hospital run along those lines the temptation would be to run down some services to direct patients to go private.
I disagree totally about your view on employee co-ops. Employee co-ops run for the benefit of employees simply go bust.
Those run for the benefit of customers, such as John Lewis, do brilliantly well.
Go look at some of these co-ops.
