Performing senior role but without contract review or promotion

Hello,

My husband is a jr sous chef working for the same company for over three years. Three months ago their sous chef left and the company was reluctant to hire new staff to replace him. Therefore, my husband had to take over all duties. After few weeks he was told that his review for a sous chef role will take place shortly. However, nothing has happened despite sending reminders and asking for a meeting and my husband has been working for over three months on lower salary/old contract performing duties of a sous chef and managing the kitchen when head chef was not available. Is this exploitation and what steps should we take to change that?
