Working for a public sector organisation based in Warwickshire we are recruiting HR Business Partners to help with this significant period of growth.

Key
Job purpose:

1.To deliver a full range of human resources learning, training and development services to staff, managers and other internal and external stakeholders, that facilitate learning and development at all levels, deliver employment security to staff, and establish the company as a learning organisation.

2.To take a lead role in developing, managing and implementing human resources learning, training and development projects and policies in line with the requirements of the business plan, legislative changes, group staffing and personal development needs.

3.To manage and develop group staff and resources so that human resources is able to deliver its programme of work effectively and efficiently and to provide best value.

4.To contribute to the development of the human resources strategy, and assist in development of business and work plans in line with the requirements of the corporate plan so that human resources can fulfil the role of strategic change agent within the company.

Main duties:

1.To recruit, line manage and develop human resources staff, providing induction, supervision, appraisal, development, motivation, leadership and guidance, both formally and informally, in line with corporate procedures so that they achieve optimum performance to meet the requirements of the business plan.

2.To contribute to the planning and development of human resources annual budgets for learning, training and development projects and services, making sure that expenditure against budgets is monitored, recorded and managed in line with corporate procedures and advising the HR Manager on a regular basis of the budget position and immediately of any significant variations.

3.To develop, plan and implement human resources projects and policies for learning, training and development making sure that these projects are managed in line with corporate procedures and the business plan.

4.To contribute to the development of the full range of human resources strategy, and assist in development of business and work plans that are strategically aligned to business objectives and in line with the requirements of the corporate plan.

5.To manage, develop and implement human resources information systems and procedures, office practices and information technology systems to support the delivery of projects, services and other work and make sure that these systems are effectively and efficiently deployed and systematically and periodically reviewed.

6.To take a lead role in organisational cultural development initiatives in equalities and diversity programmes, by providing advice, guidance and leadership to staff, managers and other stakeholders on these initiatives.

7.To take a lead role in the management of the annual organisational learning cycle, making sure there is systematic identification of training needs, preparation of a learning and development plan, design, delivery or commissioning of programmes, and the effective use of evaluation data leading to Investors in People accreditation for the company.

8.To identify, source and manage training organisation to act as preferred training providers for key learning and development areas and manage and develop relationships with these providers.

9.To establish, manage and develop a leadership and accredited management development programme and for all levels of management that establishes, manages and maintains high standards of management practice in line with organisational values through training, mentoring and coaching.

10.To establish, manage and develop a wider programme for learning and development of all staff and stakeholders at all levels making sure that they receive accredited and structured training, and are able to continue development.

11.To establish, manage and develop learning resources centres in the offices, and make e-learning facilities available through information technology networks so that home-based staff and other stakeholders are provided with training and other resources to support their continuing professional development and personal training programmes.

12.To establish, manage and develop a programme of team development that fosters sharing and transfer of knowledge, and promotes development of effective team working leading to improved organisational performance.

13.To identify and develop organisational programmes that lead to the establishment of a learning organisation by establishing learning networks, making effective use of information technology, auditing of workforce skills, and facilitating the sharing and transfer of knowledge.

14.To manage and facilitate the 'Learning and development steering group' and assist in formal employee relations, by attending meetings and workshops, and engaging in dialogue, consultation and negotiation with the recognised trade union to support the development of an effective partnership.

15.To assist in the development of employee involvement schemes and effective communications systems, by developing and implementing and evaluating climate surveys and customer service evaluation, and preparing and contributing towards annual monitoring reports on the full range of human resources work.
