I honestly believe that reference checking is the biggest operational weakness I’ve seen in the field. I have worked in 4 agencies, only 1 required reference checks in the process. At this company specifically, references became a “check the box” part of the process in hiring someone. Recruiters get that mentality early on in their careers, and when the become the leaders, they don’t value that part of the process they once felt slowed them down in getting good candidates out the door. They never learned how to conduct a good reference check, therefore they never realized the value of them.
