Two more government departments are to undergo capability reviews, the Cabinet Office has announced.
The reviews of HM Treasury and HM Revenue & Customs will look at the departments’ capability in three key areas: leadership, strategy and delivery.
They aim to identify where departments need to improve and include key areas for action. The findings will be published this winter.
Previous reviews have found poor people management and leadership continue to hinder progress in Whitehall. In April, after the last round of capability reviews, the Cabinet Office team said it found “too frequently” government departments were not managing their people effectively enough.
In addition to these reviews, the National School of Government’s Sunningdale Institute has been commissioned to review the programme as a whole, and recommend how it might develop in the future.
Cabinet secretary Sir Gus O’Donnell said: “We are well underway with the capability review programme now, and we remain determined to develop a world-class Civil Service for the 21st century.

“As well as recognising the areas where departments do well, these reviews demonstrated where we need to improve. The departments are now implementing challenging plans to address these areas.”
