Local
authority employers have announced they are to press ahead with fire service
modernisation plans despite the current deadlock in the pay dispute.
The
Local Government Association (LGA) said there were no signs of an end to the
long-running saga, but it was advising fire authorities to introduce reforms
anyway.
The
LGA said changes at local level, most of which came from the Bain report, would
include new recruitment procedures and joint control rooms.
However,
it stopped short of imposing a pay rise or changing the terms, conditions or
shift patterns of firefighters.
