The capability reviews of five more government departments published by the Cabinet Office last week revealed both positive and negative aspects of Whitehall.
The reviews evaluate how well departments are set up for the future on 10 areas, such as leadership, strategy and delivery.
The Department for International Development received the most positive report. The review found it had a “strong and purposeful” board.
The Department for Environment, Food and Rural Affairs was the least impressive, with several areas in need of “urgent development”.
