A structured personal development programme for senior and middle managers
has helped Lancashire County Council (LCC) successfully address a review of its
operations.
Prompted by the aggressive modernisation agenda from Westminster and a Mori
survey which revealed that although Lancashire’s council tax payers were
satisfied with services they did not realise that those services were in fact
provided by the county council, the LCC reviewed the way it operated.

The development programme , run by people development organisation Brathay,
resulted from the review and was designed in tandem with a competency framework
to formalise the roles, responsibilities and competencies of a senior or middle
managers.
"One of the significant changes has been to promote a culture of
proactive development," said LCC chief executive Chris Trinick.
