group The Better Regulation Task Force is to review ‘independent regulators’.

David Arculus said: "A great deal of power is in the hands of independent
regulators – bodies such as the Accounting Standards Board and the Information
Commissioner, for example. But do they measure the burdens they impose, and
weigh them up against the benefits? Are they consulting effectively? Do they
have strong corporate governance? Do they explain how they reconcile
conflicting objectives?"

The
Task Force is also due to publish two other reports this month – one on local
delivery of central policy, the other on Higher Education.
