The Health and Safety Executive (HSE) has delayed the introduction of a new cost-recovery scheme, Fee for Intervention, which it had intended to launch this month.
The scheme is intended to recover costs from those who break health and safety laws for the time and effort the HSE spends on investigating and enforcing action.
However, Gordon MacDonald, HSE programme director, said that technical discussions with the Government were ongoing and therefore its launch would be delayed, probably until October.

The aim is also to publish detailed guidance for employers and organisations on the HSE website ahead of implementation.
A pilot is currently being tested within the HSE and will now continue until the scheme is implemented, it added.
