Lack
of clarity hinders the implementation of employment legislation more than any
other factor, according to HR managers.
A
survey by the CIPD shows that 74 per cent of HR managers believe employment law
would be easier to put into practice if it was written and delivered to them in
more understandable language. Just under half feel they are suffering from a
lack of guidance on the changes.
Cost
of compliance was highlighted as a problem by 49 per cent of the 800 CIPD
members questioned in the Employment Law Survey 2002. Almost two-fifths feel
that line managers are not supportive of the legislative changes, making
implementation even more difficult to drive through.
