Warwickshire County Council is implementing an e-performance talent
management system and competency tool supplied by e-learning consultancy IQdos.
Called Profiler, the software links the council’s business needs directly to
the workforce’s skills development and career management and allows employees
to develop career plans, set objectives, identify competencies and skills gaps
and track their progress.
"We are great believers in investing time and resources in people
development and pride ourselves on the quality of our internal training
structures," says Danny Owen, ICT project manager for Warwickshire County
Council. "That’s why we see our work with IQdos as a natural progression
in helping our staff work smarter by making technology work harder."
The council is also responding to a recent report by the Employer’s
Organisation for Local Government that claims a major initiative is needed to
tackle the current and future skills deficiencies in local government
Features of Profiler, which is being run as a pilot project at Warwickshire,
include interactive profile maps which illustrate job roles and any competency
gaps and which then link to e-learning and external training courses. It also
has a 360-degree feedback facility to assess performance against current and
required competencies, updatable personal development plans to track progress
and links to a learning management system as well as integration with other HR
systems.
