Consultancy firm Penna has formed a ‘Force for Change’ team to assist HR professionals and leadership teams within the Police Service to get through the force’s controversial merger process.
Penna has already worked with a range of forces across the UK, including Cleveland, Kent. Hertfordshire and Derbyshire, as the number of services falls from 43 to 24.
The consultancy also worked with the Police Service Northern Ireland to review its policing structures and advising on its voluntary severance scheme for more than 2,000 officers.

Grahame Russell, head of Force for Change at Penna, said “dynamic leadership” was essential during the merger process.
“The most successful mergers are those with great leaders at the heart of them and it is leadership that will play a critical role in driving the change. The new structure for the Police Service will provide the UK with a more sustainable and inspired workforce,” he said.
