The civil service must provide staff with a better work/life balance, more development opportunities, improved conditions of service and better pay, according to the FDA trade union.
The union represents the UK’s 11,000 civil and public servants including Whitehall policy advisors, senior managers, tax inspectors, economists, statisticians, accountants, government lawyers, crown prosecutors and NHS managers.
FDA spokeswoman Robyn Dasey urged the civil service to take a people-centred view of management, in response to the CIPD report, "The Psychological Contract in the Public Sector."
Dasey said: "One of the key strands of the modernising government programme is the provision of a "better deal for staff" – but so far there has been little or no evidence of this on the ground, she added.
"Pay is one aspect of this, but a better work/life balance, greater development opportunities, and improved conditions of service are also key.
"The results of this survey show that more emphasis on these elements is needed."
