Administration and recruitment/resourcing were classified as HR’s most time-consuming activities in the IRS Employment Review’s Roles and Responsibilities 2006 survey.
HR professionals reported that they spent almost one-third of their time on recruitment/resourcing, although just 16.8% viewed it as the most important activity.
Perhaps unsurprisingly, fewer than 2% thought administration was most important, but 16.4% said it was the most time-
consuming activity.
Pay and benefits also featured highly, with 19.4% thinking it was the most important.

Training, employee relations and strategic activities were equally important, but none listed strategic activities as time-consuming.
