A
new leadership framework for local government managers is to be launched today
at the Society of Chief Personnel Officers annual conference.
The
Leadership Competency Framework includes best practice case studies and
behavioural models and aims to help local councils to benchmark leadership
skills.
Developed
by the Local Government National Training Organisation, part of the Employers
Organisation for Local Government, the centralised framework also aims to
create leadership opportunities in the sector.
“There
are many ways to develop leadership skills for individuals and organisations.
The leadership competency framework identifies a particular approach, which
shows the range of interesting practices currently underway in local
authorities, who are keen to develop the leadership skills of their staff,”
said Fiona Turton senior consultant at the NGNTO.
“These
authorities recognise the need to equip their employees with the skills and
knowledge to deal with the challenges and complexities of a modern local government
sector. It gives councils a good starting point to develop a competency-based
approach to leadership development no matter what stage there are at in
development.”
The
framework will be formally released next month.
