Victoria Gill is the new learning and training adviser at the Chartered
Institute of Personnel and Development (CIPD). She joined earlier this month
and will act as its expert on learning, training and development. Gill will
specialise in developing the overall CIPD framework for government policies and
activities in these particular fields. Her other areas of interest include
workforce development, vocational education and lifelong learning. Prior to
joining the CIPD, she worked as a research and project manager for the
Publishing National Training Organisation and for the Basic Skills Agency.

Annette Dalchow has been appointed head of administration and personnel at
the union representing university and college lecturers. NATFHE is the largest
trade union and professional association for lecturers, trainers, researchers
and managers working in further and higher education. Dalchow joins NATFHE from
Southwark Council after almost 24 years as part of its personnel department.
Gareth Osborne has taken over the role of leading the Recruitment and
Employment Confederation (REC), the association for the private recruitment and
staffing industry in the UK. REC represents more than 6,000 recruitment
agencies and more than 8,000 recruitment consultants. Osborne moves from his
role as managing director of the London Business Innovation Centre (BIC), a
business within the EU inspired network of Innovation Centres. During his
career, he has managed companies in the US and Middle East and served as a
director on the board of a County Chamber of Commerce, a Training and
Enterprise Council and a Business Link.
