A new report says voluntary sector organisations need to be encouraged to budget for the cost of training and development at the time of employing members of staff. It recommends that people who offer HR advice do more to encourage organisations across the sector to think proactively about HR issues and recognise that a little investment can save a lot of time and expense later. The recommendations are from the report, A Stitch in Time, published by a steering group of voluntary organisations and funded by the Active Communities Unit.
