The Learning and Skills Council (LSC) has announced the appointment of Julia Dowd as the its new national director of young people’s learning.
The LSC is the organisation responsible for making England better skilled and more competitive. Dowd will be responsible for 14-19 learning and the LSC’s strategy for learners with learning difficulties and/or disabilities.
LSC chief executive, Mark Haysom, said Dowd – who was previously director of the Greater Manchester LSC – had wide-ranging experience in working in young people’s learning and had been a valuable member of the LSC since its inception.

Dowd said she looked forward to developing new ways of working to integrate the national young people’s group with the nine new regional directors of young people’s learning.
“Our joint support for local partnerships implementing complex change on the ground will be essential in providing the best possible opportunities for all young people,” she said.
