suffering the worst staff shortages could be given extra cash to help recruit
and retain nurses, according to health
secretary, Alan Milburn.
Reports
in The Guardian claim that Milburn has acknowledged staff shortages may be
responsible for the failure of some London hospitals in the star ratings
scheme.

Staff
shortages are now recognised as a factor in the lack of hospitals in the South
East that have received the highest three star award.
