• About half the population is qualified to at least NVQ Level 3 in London
and the South East.
The lowest percentage is found in the West Midlands and North East, followed
by the East Midlands. The average figure for Level 3 in England is 46 per cent.
The DfEE’s Labour Force Survey for autumn 1999 also found that 74.9 per cent
of 19- to 21-year-olds in England have achieved a Level 2 NVQ or equivalent.

The survey is used to measure progress towards four learning targets. The
latest are 74.9 per cent of 19-year-olds qualified to Level 2; 53.1 per cent of
21-year-olds qualified to Level 3; 46.1 per cent of economically active adults
qualified to Level 3 and 26.5 per cent of economically active adults to Level
4.
