Employers must offer higher quality jobs as well as helping workers increase their skills, the European Trade Union Confederation has insisted.
Walter Cerfeda, confederal secretary of the organisation, said that as people became more skilled, they deserved more rewarding roles.
“Already one-third of workers in Europe find themselves in a job that is below their level of skills and qualifications,” he said.
“This waste of human capital needs to be stopped. On top of investing in skills, Europe also needs a policy agenda of better jobs for better skills.”
