Is fear beating logic in ID card debate?

The media reports that the public supports ID cards as they will prevent identity theft and stop terrorists.

What the media does not report is how the ID card will do this.

It is also not reporting whether the people who support ID cards really understand how the cards can stop identity theft and terrorism or whether they are supporting the idea blindly? Is fear the reason why people support the ID card, or is it logic?
