On the move: Yvonne Skingle, Deborah Atkins, Paul Atherton

Yvonne Skingle has joined Peterborough City Council as head of HR. She is currently the national policy lead on e-HR/efficiency at the Public Sector People Managers Association (formerly Socpo), and was acting head of strategic HR for Essex County Council.

Brethertons LLP law firm has appointed Deborah Atkins as HR manager. Atkins will be based in the Banbury office and will focus on staff development and future growth. She joins the firm from Exel Logistics.
