On the move: Judith Chadwick, Ailsa Emerson, Carmel Millar

Judith Chadwick has joined Aster Group as HR business partner. Chadwick was previously head of HR at Synergy Healthcare. In her new role she will have overall responsibility for HR across Aster Property Management.

Ailsa Emerson has joined Waitrose as personnel director. Emerson joined from Lloyds Pharmacy, where she was HR director. She will sit on the Waitrose management board and will oversee a directorate that delivers personnel, occupational health, learning and development support to 40,000 members of staff.

Surrey County Council has appointed Carmel Millar as head of HR on a two-year contract. She was formerly HR director at Nottingham City Council. She will be responsible for seeing through the extensive HR and organisational development agenda currently under way within Surrey County Council.
