Blackpool Council has appointed Carmel McKeogh head of HR and organisational development. McKeogh was previously head of HR at Stockport Metropolitan Borough Council. She will be responsible for organisation development, HR, diversity and inclusion, and health and safety.

Jonathan Miller has been appointed director of learning delivery at the National School of Government. Miller joins from Airbus, where he was vice-president for people integration and HR strategy. He will be responsible for all aspects of delivery, including ensuring the quality, reliability and financial aspects of the department’s programmes and consultancy offering.
