Secretary David Blunkett has changed a key element of the controversial Police
Reform Bill in a move to placate parliamentary criticism.
The
Times reports that Blunkett has added an amendment which gives more power to
police authorities rather than government ministers.

The
Bill, which is now at the reports stage in the Commons, has been altered so
that a Home Secretary can only intervene in a failing police force after a
recommendation by HM Inspector of Constabulary.
