A senior government delegation from Russia has been learning from Westminster
Council about how to improve public service performance.
Russia has begun an ambitious programme of administrative reform, looking at the structure and functions of government and development of performance management.
It also wants to improve HR management and development.
The delegation heard a presentation from Jon Bell, the council’s head of performance improvement, based on Westminster’s experience as one of the top-performing local authorities in England.

Bell said: “The delegation were keen to learn about how Westminster manages the performance both of its staff and of the wider organisation. They were interested in our reward structure, particularly performance-related pay, and how we face challenges delivering services in a major city.”
The delegation was made up of public officials from the Russian Presidential Administration and several other ministries.
